Haimann Engineering has teamed with Project Partners to bring our clients a special offering: Municipal stormwater management services.

Realizing that the MS4 permits in Southern California now are incorporating conditions designed to achieve Total Maximum Daily Loads (TMDLs), to help our clients as cost-effectively as possible, we have pooled resources with unique expertise in the elements of MS4 management that can achieve current permit conditions.

We have available staff who have spent many years, decades in some instances, operating and maintaining municipal utilities and public works of many sorts. They have highly transferrable skills that can aid an MS4 tremendously. They have worked with elected boards, members of the public, operations technicians, and engineering staff. They have managed operations under emergencies and system changes.

They work under the guidance of Mr. Richard Haimann, P,E., D.WRE., CPSWQ, CPESC, QSD, who has spent the past two decades focused on helping MS4 clients negotiate permits, develop programs to meet permit conditions, and establish business processes to cost effectively implement permit required programs.

One important part of our staff’s day to day responsibilities throughout their careers has been tracking progress, measuring performance, and reporting the achievements of their utility management programs. With these skills in place, MS4 managers can show the results they are achieving accurately and cost-effectively.

Funding

Our staff have secured numerous grants, State Revolving Fund (SRF) loans, matching funds from other agencies, developed integrated projects to cross-fund from different programs, and have worked with water agencies on their water supply development programs. The staff we bring have the greatest abilities to secure funds for capital projects. 

Our Offering

We will provide to you a full or part time adjunct staff person to work day to day with your operators, engineers, and administrators to implement the modifications to the program you specified in your WMP or EWMP. They will be guided by Mr. Richard Haimann as needed. This provides a highly cost effective solution for your city to stay in compliance as the RWQCB looks to see WMP and EWMP implementation. Our rates are quite favorable and the value substantial.
